On January 18, 2023, Bishop W.T. McGrattan publicly announced the East Lethbridge Catholic Parish Assessment Project (ELCPAP) that will culminate with local recommendations to him in January 2024. On April 7, 2024 the Bishop accepted the recommendations of the ELCPAP with a couple of caveats. Since that time much work has been done in the background getting people introduced to the process moving forward.
Completed so far:
The Parish Maintenance Committee which has been working hard to maintain the churches within the restrictions placed on them has now been given new direction based on the “Building Condition Assessments (BCA) and the adoption of the guidance from the ELCPAP. The buildings have been described as acceptable for buildings of their age but there is work needed to be done in the area of security and safety and also upgrades to ensure their ability to fulfill their functions.
The Parish Council, has met and been instructed in the process they need to follow since they have the Parish oversight for the Parish Unity Project and the Parish Needs Mitigation project.
The Parish Unity Project, has been brought together and been introduced to the process they will be asked to follow as they work on addressing the unity issues in the parish. They will be tasked with working with the Parish Renewal Committee as to build on the energy created by both committees.
The Parish Needs Mitigation Committee has not gathered yet but will be called together before the end of August 2024. This committee will report to the Parish Unity Committee which in turn answers to the Parish Council. Key to this committee is understanding the “needs” discovered during the ELCPAP and planning for how they might be worked on and minimized.
As part of the Bishop’s caveats the parish was to form a “Feasibility Committee” to look at the new church and a Fundraising Committee for the new church. These committees are answerable to the Diocese and the Parish Finance Council as they deal primarily with money.
The Feasibility Committee has been formed and is in the process of defining structure and goals. They will have to make their proposals to the Diocese and the Finance Council.
The Fundraising Committee has not been formed at this time. We are waiting for approval of the guidelines for this committee.

These documents are critical updates from the ELCPAP committee to keep all stakeholders informed on the latest developments with the project.
Overview The East Lethbridge Catholic Parish Assessment Project (ELCPAP) is a comprehensive consultative process through which All Saints Parish is to recommend both a strategy and implementation plan, to Bishop McGrattan, with regard to how the future pastoral needs of East Lethbridge and surrounding areas will be met by the parish and diocese. There will be three key aspects to the project:
ELCPAP was presented in detail to the members of All Saints Parish on January 18, 2023 by Bishop McGratton. A Powerpoint of his presentation can be viewed here. The Bishop and Parish Leadership Team have compiled a comprehensive list of stakeholders with an interest in the future of All Saints Parish. Bishop McGratton is seeking to receive as much feedback as possible from all individuals and groups that have an interest in the future of All Saints Parish. In the following months stakeholders and, in particular, members of All Saints Parish, will be asked to provide their input on the question of making the best use of our resources to provide for the pastoral needs of East Lethbridge and the surrounding areas. |
The Project
It has been more than two decades since decisions were made about the best path forward for the East Lethbridge Parish. Things have changed: demographics of parishioners, maintenance costs for current church buildings, inadequate parking, access to some buildings, security concerns and insufficient space for pastoral education programs and religious formation. To address our current situation, Bishop W.T. McGrattan launched the East Lethbridge Catholic Parish Assessment Project (ELCPAP) in September, 2022. The Project Team is to research and recommend a Parish Assessment strategy and implementation plan based on realistic options, priorities, and evaluation criteria. The objective is to collect stakeholder ideas to shape the future of All Saints Parish and to provide dedicated church space to address pastoral needs. You are invited to help discern our path ahead by sharing your thoughts, ideas and concerns for our future by filling out several surveys to help in this process. As Bishop McGrattan declared at the January 18 public launch of the project, “all options are open.” The key points the Bishop wishes to remind us as we plan for the future are:
